Noha Elazar has a degree in civil Engineering from the university of NSW. She joined the Australian Road Research Board (ARRB) after 26 years’ experience in both state and local government in New South Wales. Her experience in local government is in the field of traffic engineering, including local area traffic management, the design of traffic facilities, assessment of traffic impact studies, investigation and treatment of crash locations, traffic committee reporting, creating traffic management plans, parking studies and grant submissions to state government.
 
Noha is an experienced senior road safety auditor; she has been involved in numerous road safety audits in Australia including all road types. She has carried out road safety risk assessments of major and minor roads in both the rural and urban environments including mining operations. Noha’s road safety experience extends to identifying the road safety needs of all road users including pedestrians, cyclists and the disabled.
